Unscattered hate-speech by William Kabogo that is not going down well on Luos

On Da Mathew 50 years of music celebration day at Thika Stadium the day Kiambu Governor Kabogo stood up to an equally charged crowd in the presence of Deputy President William Ruto to spew his hate that now social media terms as resolute hate-speech.

But why wouldn't the government arrest Kabogo for hatespeech on such podium? He was talking boldly at the same podium where he was hosting deputy president William Ruto attending De Mathew 50yrs of Kikuyu Music celebration.Is it less tribal when a Kikuyu stands against Luos?
